She received her Bachelor of Arts from Acadia University ('82), then completed her law studies at Dalhousie University ('85) receiving her Bachelor of Laws Degree. After articling in Enfield, she was admitted to the Nova Scotia Bar in 1986. From 1986 to 1988 Celia worked in the law department of CN Rail in Moncton, New Brunswick and has been in private practice since that time. From 1988 until 1995 she worked with the firm "Archibald, Morley" in Amherst, Nova Scotia, eventually becoming a partner. A family move brought her to Shelburne in 1995 where she set up her sole practice.
